Communal bin review

Autumn works

We’re making improvements to the waste and recycling service for over 5,000 households in Old Town, South Morningside, Newington & Prestonfield, Queensferry Road at Ravelston and streets within Greenways. The next package of works to install bin hubs is due to start 29 September 2025 and is expected to last about 4 weeks.

 

Old Town

Across the Old Town, the installation of 60 bin hubs (full plans here: Phase 5 - Old Town 60 hubs ) will see the number of dry mixed recycling, glass recycling and food waste bins increase. The number of bins for non-recyclable waste will decrease as we seek to encourage positive changes to residents’ recycling behaviour.

  • Non-recyclable bins: Reducing from 199 to 147
  • Dry mixed recycling bins: Increasing from 52 to 135
  • Food waste: Increasing from 5 on-street bins to 54 improved food bin housings
  • Glass recycling: Increasing from 9 to 54

Street-specific information:

  • Bread Street: A section of railing will be removed to ensure residents can easily access the bin hub
  • Chambers Street: Ongoing scaffolding works means the road markings cannot be updated so this bin hub will be installed at a later date.
  • Johnston Terrace: Works planned by another project mean the road markings will be applied and the full range of bins added to both hubs in late October
  • Lothian Road: Bins will be removed from the pavement outside 51 Lothian Road and residents will be directed to Cambridge Street
  • Morrison Street (outside number 256): There are ongoing works and containers in the location where the bin hub should be placed so this hub cannot be installed. The existing 2 bins for non-recyclable waste will remain here until the hub is installed

A report which details any objections and ensures they are given due consideration was approved recently. This marks the completion of the legal process for TRO/24/23 as the Order is now Made. The upcoming works seek to ensure that on-street markings and signs match the restrictions now in place.

 

South Morningside, Newington and Prestonfield

Within Priority Parking Areas (B2 and B7), 55 bin hubs are due for installation, full plans for each area are available here:

Across these areas, the number of bins for dry mixed recycling, glass recycling and food waste will increase and the number of bins for non-recyclable waste will decrease. This is similar to earlier phases of the project and is intended to encourage positive changes to residents’ recycling behaviour.

  • Non-recyclable bins: Reducing from 157 to 115
  • Dry mixed recycling bins: Increasing from 73 to 115
  • Food waste: Increasing from 10 on-street bins to 52 improved food bin housings
  • Glass recycling: Increasing from 23 to 54

Street-specific information

  • Blackford Avenue: 5 bins will be moved from the pavement into bin hubs on the road
  • Comiston Road: 14 bins will be removed from the pavement as detailed below:
    • Between Morningside Drive & Comiston Gardens: 8 bins
    • Between Comiston Gardens & Craiglea Drive: 6 bins
  • Dalkeith Road (East-side): 52 bins will be removed from the pavement as detailed below:
    • Between Marchhall Place and Priestfield Road: 9 bins
    • Between Priestfield Road and Kilmaurs Terrace: 7 bins
    • Between Kilmaurs Terrace and Prestonfield Avenue: 11 bins
    • Between Prestonfield Avenue and Prestonfield Gardens: 13 bins
    • Between Prestonfield Gardens and Prestonfield Crescent: 12 bins
  • Findhorn Place, Fountainhall Road & Mentone Terrace: The road markings for these bin hubs will be applied when the controlled parking zone S8 is introduced. This means the existing bins will remain in their current locations in these streets.
  • Savile Place: Existing bins will be removed from Savile Place and residents will be directed to bin hubs in West Savile Terrace/MacDowall Road

A report detailing the Stage 2 representations was approved at the Traffic Regulation Orders Subcommittee on 04/09/25. You can read the report and watch the webcast of the meeting on the Council’s website:  Following the decision of the Committee to set aside the objections received and to make the order (TRO/23/35), this completes the legal process. The upcoming works seek to ensure that on-street markings and signs match the restrictions now in place.

 

Greenways and other hubs

We are also installing bin hubs in streets within the Greenways Zone(s) and bin hubs which could not be installed due to other works.

 

Road markings

We have recently applied markings on pavements so that the contractors can update the road markings and install the bin hubs correctly. These markings are not permanent and will break down after a few months. The markings and text applied to the ground for the bin hubs represent the following:

  • FBH = Food bin housing
  • DYL = Double yellow lines
  • SUB = Shared Use Bay (Parking bay)
  • PHO = Permit Holder Only (Parking bay)
  • P+D = Pay and Display (Parking bay)

We ask residents not to tamper with these markings as this can impact the project timeline and risk incorrect installation. If you think a marking or location looks incorrect, please email waste@edinburgh.gov.uk

 

Disruption to works

There have also been incidents in earlier phase of the project where residents, unhappy with a bin hub location, have attempted to delay, disrupt or prevent the works from happening. The waste and recycling service is statutory and within controlled parking zones (including Priority Parking Areas), the locations have completed the legal Traffic Regulation Order process. The Council will take appropriate steps, to ensure the safety of residents, contractors and colleagues whilst these works are underway.

Bull bars

Although changes to line markings will be made for these works, the bull bars will be installed later (likely Spring 2026). We will share update this webpage when we have an accurate timescale for this. There are exceptions which include the nose-in design bin hubs in Frederick Street and Grindlay Street which will have bull bars installed with these works.
